As Hurricane Katrina approached the Gulf Coast 10 years ago, the region braced for a catastrophe. But just as disastrous as the storm was the response from local, state and federal authorities. Stranded residents, mostly black and poor and surrounded by floodwaters, waited day after unbearable day for food, water, shelter and medical help — many died before it arrived.
