In episode four of Fusion Investigates special series, “The Drug Warriors,” police in Rutland, Vermont are fighting a battle with drug abuse on the streets while Justin Bemis and his parents struggle heroin addiction at home.

Police say they have a new approach dealing with the drug problem; they now see addiction as a disease – not just a law enforcement issue. They are working with social service agencies and say they bring some drug users into treatment instead of jail. But drug-related arrests in Rutland are still the highest they’ve been in four years, and demand for opiate treatment in Vermont has gone up nearly 800 percent since 2000.
